Club Chairperson Role

Role requirements: The Chairperson is the principal officer on the Club Executive Committee with responsibility for planning, organizing and managing affairs of the GAA in the Club. The Chairperson is a “guardian” of the clubs values and culture and must be a leader with a vision on how to progress Round Towers GAA. The Chairperson plays a key role in ensuring the Club Executive Committee meetings function effectively and efficiently, where decisions taken are acted on.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

  • Chairing Club Executive Meetings – The Chairperson is responsible for making sure that each meeting is planned effectively, conducted according to the rules of the Association and that matters are dealt with in an orderly and efficient manner. They must
  • Bring impartially and objectivity to meetings and decision making.
  • Facilitate change and address conflict within the Club Executive Committee / Officers.
  • Facilitate those present to make their views, while maintaining control over the meeting.
  • Ensure that meetings are progressive and that decisions are implemented.
  • Ensuring Round Towers Club affairs are managed effectively
  • The Chairperson must co-ordinate the affairs of the Club Executive to ensure that appropriate procedures are in place for the effective management of the Club affairs. They must:
  • Ensure the Clubs Organisational structure, reporting relationships and corporate governance arrangements are best in class and compliant with statutory requirements as well as GAA requirements.
  • Keep an overview of all GAA activity ensuring corrective action is taken where needed.
  • Coordinate the committee to ensure responsibility for particular aspects of management are met.
  • Ensure the club operates to the club Strategic Plan.
  • Oversees the implementation of the Club Planning Process.
  • Ensure that an annual Games Development Plan is in place for the Club.
  • Ensure the delivery of the club strategy.
  • Ensure that each officer and committee chair prepares an annual plan, that is aligned to the club strategy.
  • Regular review of the delivery of the annual plan(s).
  • Uphold the rules of the association.
  • The Chairperson must ensure that the rules of the Association are always upheld and must ensure that Association policy is implemented in the Club.

Representing the Club

The Chairperson will be called upon to represent the Club and sometimes be its spokesperson at various functions, meetings etc. They should be aware of current issues that might affect the Association and should always seek help and advice from the Club PRO and County Secretary, if required. The Chairperson will also be asked to attend meetings at County and Provincial level as needed and should report back to the Club Executive Committee on all matters of interest.

Be a leader and have a vision for the future of the Club

The Chairperson must have a vision for how the Club will progress and should ensure that the Club is operating in coordination with the Club Values & Club Culture.  The Chairperson will lead on the delivery of the New Towers Way /Towers ABU and the Club Strategic Plan. The Chairperson must be seen to “lead the Club Executive Committee Team”. This also involves regularly reviewing the Committees performance and identifying and managing the process for renewal of the Committee through recruitment of new members.

Vice Chairperson Role

Role requirements: The Vice-Chairperson would act as second in command to the Chairperson and they may be regarded as a training post of a future Chairperson. The Vice-Chairperson is a “guardian” of the clubs values and culture. The Vice-Chairperson should be given specific duties i.e. Chair of any important sub-committee like any other Club Officer along with the obvious one of taking the place of an absent Chairperson. The role of Chairperson and Vice-Chairperson will sync together, and it is crucial that they work as a team with the rest of the Club Executive Committee.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

The main duties of the Vice-Chairperson are summarised as follows:

Chairing Club Exec Meetings – in the event where the Chairperson is absent, the Vice-Chairperson is responsible for making sure that each meeting is planned effectively, conducted according to the rules of the Association and that matters are dealt with in an orderly and efficient manner.

They must:

  • Bring impartially and objectivity to meetings and decision making.

Ensure that the GAA club affairs are managed effectively

The Vice-Chairperson must assist the Chairperson to co-ordinate the affairs of the Club Executive to ensure that appropriate procedures are in place for the effective management of the Club affairs.

They must:

  • Keep an overview of all GAA activity ensuring corrective action is taken where needed.
  • Coordinate the committee to ensure responsibility for particular aspects of management are met.
  • Ensure the Club operates to the County Strategic Plan.
  • Oversees the implementation of the Club Planning Process.
  • Ensure that an annual Games Development Plan is in place for the Club.

UPHOLD THE RULES OF THE ASSOCIATION

The Vice-Chairperson must ensure that the rules of the Association are always upheld and must ensure that the Associations policy is implemented in the Club.

Club Secretary Role

Role requirements: The Secretary is the chief administrator in the Club. The duties of the role are many and varied and call for a high degree of dedication. The Secretary has more to do with the practical running of the Club than any other officer. They should be a good organiser, be methodical and above all, be reliable. The duties dovetail with those of the Chairperson and it is essential that both officers work as a team of which the Secretary will very often be the more active person.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

Communication

  • Communication with Club members and officers
  • Communication with the County Secretary, County Committee, Provincial Council and Central Council
  • Submitting nominations and motions to the County Convention

Meetings

  • Preparation for and follow up on assigned tasks for general meetings and the AGM
  • Circulation of agendas and supporting documents

Administration

  • The day-to-day administration of Club activities, including:
  • Facilitating official correspondence
  • Keeping records, e.g. matches, venues, dates and winners, membership and registration, meeting minutes, etc.

  • Administration of Club games, inc. transfers and team sheets

Club Treasurer Role

Role requirements: The overall role of the Treasurer is to ensure that all financial matters within the Club are managed correctly and efficiently. They must ensure that proper books of accounts along with proper controls and procedures are in place and adhered to.  They are ultimately responsible for all Club finance which includes Cash, Assets, Games Equipment and Fittings/Fixtures etc. In corporate language, the Treasurer is the Chief Financial Controller of the Club.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

TO ENSURE PROPER FINANCIAL RECORDS AND PROCEDURES ARE MAINTAINED, including:

  • To oversee and present accounts and financial statements to the Club on a regular basis.
  • To ensure that appropriate accounting procedures and controls are in place and adhered to in relation to all financial matters.
  • To ensure that the accounts/financial statements are reported on by an independent suitably qualified Person or Persons. The review should meet the auditing standards required and involve the Executive Committee implementing any recommendations by the auditors.
  • Present the annual accounts/financial statement to the AGM.
  • To liaise with other committee members about financial matters.
  • To maintain club’s financial books, recording all income and expenditure, keeping track of bills, receipts and all money received by the Club.
  • To act as signatory on all Club bank accounts.
  • To ensure compliance with relevant legislation.
  • Ensure that all receipts are kept.
  • Ensure that the correct controls and procedures are in place to prevent theft and or misappropriation of funds.
  • Ensure all fees are paid timely.
  • Ensure that the club has sufficient cash to meet its debts as and when they fall due.
  • The treasurer must not commit the Club to any expenditure for which prior approval has not been given by the Club Management Committee as determined within the Club constitution.
  • Ensure that the appropriate controls are in place to prevent members incurring costs or making (financial) commitment on behalf of the club.
  • Liaise with Club Officers and fundraising committee members and develop sustainable systems to raise the significant funds required to maintain the Clubs resources including deliver of the 2032 strategic objectives.
  • Use any suitable accounting software.

FINANCIAL PLANNING AND REPORTING

Prepare and present a detailed financial budget at the beginning of each year to the Club Executive, to be agreed by the Executive Committee.

  • To ensure that that all capital projects have a credible funding plan and advise the Club of the financial implications of strategic and Tactical plans.
  • Authorising capital projects before they progress to implementation.
  • To provide accurate and up to date assessment of the Club’s finances at Executive and General Meetings.

Club Executive Meetings

The financial report to all Executive meetings should include the following details:

  • Income.
  • Expenditure.
  • Rolling 12-month cash forecast.
  • Bank Balance(s) – with statements reconciled.
  • List of accruals (but not yet paid) and prepayments.
  • Other goods or services received but not yet invoiced.
  • Details of investments and bank loans (where appropriate).
  • Financial Commitments.

Skills required:

  • Experience of finance control and budgeting.
  • Experience of fundraising.
  • Good communication with interpersonal skills.
  • Good organizational skills with an eye for detail.
  • Good record keeping.
  • Ability to work well with the Executive and wider members of the Club.

  • Good IT knowledge and understanding of accounting software.

  • Have a recognised background in finance (ideally a financial qualification).
  • Have experience of Committee involvement / people management.

Club Registrar Role

Role requirements: The Club Registrar is responsible for ensuring that the Club is up to date in the registration of players and members. A Club is required to complete two registrations each year, the registration of Full and Youth Members and the registration of Players in accordance with rule 2.2 and 2.3 of the Official Guide.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

Manage the Club Registrations

  • The Club Registrar will be the lead person in relation to people looking to become members. After the application to become a member has been accepted by the Executive Committee, then that persons are registered with the GAA.
  • Manage Club Registrations on the games management system “Foireann”
  • The Club Registrar is responsible for ensuring that all Full and Youth Memberships have been paid and are registered on the online system. Players must have paid their fees and be registered as Full or Youth Members.

Ensure registration fees are paid to relevant associations.

  • A fee is required to become a member of a GAA Club which must be paid to the pertinent association.
  • Collaborating with Club Treasurer to ensure funds are accounted for and available pertaining to registrations and Club Registrar activities.
  • Collaborating with Juvenile Games and Adult Games Officers to ensure Team Managers have all players registered.

Skills Required:

  • Excellent organizational, communication and interpersonal skills
  • Excellent IT skills and experience with the Games Management System
  • Ability to keep up to date on applications and respect confidentiality.

Knowledge:

Club Coaching & Games Officer

Purpose of the role: To create an environment of coaching excellence, coaching consistency, best practice and shared learning to the mentors in Round Tower GAA Club.

Role Requirements:

  • Team player who thrives in an open, supportive, learning environment
  • Experience in coaching teams
  • Passion for Coaching and Development of Mentors and Players
  • Coaching qualifications preferable
  • Garda Vetted essential.
  • Good Communications Skills 1:1 and 1: to groups
  • Good Microsoft Word & PowerPoint skills for record keeping and tracking of progress.

Reports / Accountable to: Club Executive Committee.

Responsibilities

  • Brief all C&G committee members on the Clubs, Vision, Mission and Value
  • Ensuring all committee members have the requisite AGS/GAA vetting and child safeguarding credentials.
  • Hold an annual C&G committee Club culture workshop.
  • Ensuring all coaches have necessary coaching qualifications that is aligned to the Towers ABU Strategy.
  • Liaise with the Juvenile and Adult Games Officer in relation to the implementation of the LTAD, Technical Pathway, Tactical and Physical pathway as appropriate.
  • Coordinate the Clubs nursery programme in collaboration with the GPO and the Nursery subcommittee members.
  • Coordinate the Club’s Cúl camps, summer camps and easter camps with the GPO and the Nursery subcommittee members.
  • Foster strong Club/schools links in collaboration with the GPO.
  • Recruit and develop coaches in collaboration with Juvenile Games and Adult Games.
  • Coordinate the recruitment and training of referees and young whistlers.
  • Produce and implement an annual coaching games plan which is aligned to the Towers ABU/ the New Towers Way and the club’s coaching philosophy.
  • Monitor/attend training sessions to review against the player pathway and to support Coach development (mid and end of year) all teams.
  • Monitor the implementation of the S&C Gym program.
  • Deliver a games development programme for all players.
  • Collaborate with the Childrens Officer and the Healthy Club Officer

Club Facilities Officer

Role requirements: The role of the Facilities Officer is to ensure that the Club members have access to adequate facilities that are aligned to the Clubs vison.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

  • Strategic Planning (5-10 years) with continuous assessment of the Clubs facilities and pitches with a view to delivering a tactical plan that is aligned to the Clubs Strategic Objectives.
  • Management of Facilities Sub Committee(s)
  • Coordinate the Facilities Committees to ensure responsibility for aspects of facilities management are met
  • Allocation of pitches (grass and astro) for games and training across all codes and age groups via a sub-committee
  • Overseeing the operation of the Facilities booking app for pitch allocation
  • Upkeep & maintenance of Pitches (Grass & All weather) via a subcommittee
  • Marking of pitches and upkeep of equipment containers and pitch equipment
  • Maintaining a Club facilities inventory, listing all assets
  • Maintaining strong relationship with SDCC on pitch allocation, pitch maintenance and repair and associated issues (goalposts/containers/carparks/dressing rooms)
  • Maintaining strong relationship with  local schools on use of facilities
  • Ensuring Service Level Agreements are in place with the Gym Operator and the local schools
  • Link between the club and Gym Operator on the upkeep, maintenance and operation of the gym
  • Advising the Treasurer of all Facilities Capital requirements on a regular basis.

Club Irish Language Officer

Role requirements: The role of the Club Irish Language and Cultural Officer is to provide advice to the Club’s officers in supporting the National Language and Culture as well as actively promoting the Irish language within the Club.

Reports / Accountable to: Club Executive Committee.

Responsibilities:

  • Act as Cathaoirleach of the Coiste Cultúir agus Teanga sa Chlub (Club Culture and Language sub-committee) and to be a member of the Club Executive.
  • Provide a service / input for Club Publications / Programmes and Medals and Trophies.
  • Liaise with other language and cultural groups within the county.
  • Liaise with Clubs regarding Cúrsaí Gaeilge.
  • Act as Club Scór co-ordinator in liaison with Scór Secretary.
  • Encourage the use of bi-lingual materials (signs etc.) within the Club.
  • Register with Fondúireacht Sheosaimh Mhic Dhonncha.
  • Provide social media posts as Gaeilge for the Club’s social media platforms.
  • Administer County Gaeltacht Scholarships Schemes.

Skills Required:

  • Have a good written and spoken knowledge of the Irish Language (Gaeilge).
  • Have good communication skills.
  • Ability to delegate tasks.
  • Have good organisational skills.
  • Be IT literate.

Eolas maith ar an teanga dhúchais agus ar chultúr traidisúnta an chontae (Good knowledge of the native language and traditional culture of the county).

Adult Games Officer

Role Requirements: To ensure that the adult games section is continuously progressing in accordance with the objectives of the Towers ABU strategy.

Reports / Accountable to: Club Executive Committee.

Responsibilities

  • Deliver Annual Towers ABU/ The New Towers Way presentation/workshop to Team Management and mentors, reinforcing the Clubs values and the identified acceptable and unacceptable behaviours.
  • Ensuring Team Management present annually the Towers ABU/ The New Towers Way presentation to mentors, players, and parents; reinforcing the Clubs values and the identified acceptable and unacceptable behaviours.
  • Monitor the performance of all adult management teams against the performance indicators of the strategic objectives.
  • Monitor and maximise the number of adult teams in each code (in line with performance indicators)
  • Collaborating with team managers, mentors, C&G Officer, and Juvenile Games Officer to address any deficits in player numbers against the performance indicators.
  • Collaborating with team managers, mentors, C&G Officer, and Gym Operator to address any deficits in teams attending mandatory gym slots.
  • Raise the playing standards of all adult teams with an emphasis on excellence of coaching.
  • Liaise with Mentors, Team Managers and C&G Officer to agree each team’s annual operational plan including goals and performance indicators.
  • In collaboration with the C&G Officer; the development and delivery of Player & Coach induction program.
  • In consultation with the Coaching and Games Officer; the selection of Team Managers and mentors.
  • Ensuring mentors are supported on the Coaches Pathway and that have the necessary training and qualifications.
  • Implementation of the Coaching Charter amongst the Management Teams with a focus on “One role one job”.
  • Maintain and issue of annual publication of the “operating manual” for all adult mentors.
  • Promote adherence to the Clubs Values amongst all Adult Players and Management Team.
  • Ensure teams are adequately resourced (People, Equipment, Facilities etc.).
  • Collaborating with team managers and Club registrar to ensure all players are paid members of both Club and relevant associations.
  • Collaborating with team managers, the Child Welfare Officer and C&G to ensure all Management team representatives and mentors have the necessary AGS vetting and Child Protection courses.
  • Facilitate the information and knowledge sharing between codes and mentors.
  • Prepare succession plan for all teams (Mentors, players, Team managers).
  • Appointment of player liaison (from all codes) to address the transition of players from minor to adult.
  • Implementing a strategy to meet the recommended ratio of coaches to player: 1:10.
  • Developing and overseeing a process where individual SMART goals are agreed with the players at least twice during each season by the mentor. The goals should focus on developing the 4 pillars.
  • In collaboration with C&G Officer ensuring that players are coached by mentors who are active in a training session; “Players should be supported by the mentors proactively spotting and fixing during training sessions” (1 ball to every player principle).
  • In collaboration with C&G Officer ensuring that coaches design training programs where players are positively challenged in the short term.
  • Collaboration with Team Managers and the Facilities Committee about pitch availability and training slots.
  • Ensure adult disciplinary matters are addressed aligned to the Clubs values.

Juvenile Games Officer

Role requirements: To help bring coaching consistency, best practice and shared learning to the Juvenile mentors and coaching team in Round Tower GAA Club.

Reports / Accountable to: Club Executive Committee.

Responsibilities

  • In collaboration with C&G Officer, ensure that an annual Games Development Plan is in place for the Club.
  • Annual Towers ABU/ The New Towers Way presentation/exercise with Team Management and mentors; reinforcing the Clubs values to the Team Management and the identified acceptable and unacceptable behaviours.
  • Ensuring Team Management present annually, the Towers ABU/ The New Towers Way presentation to mentors, players, and parents; reinforcing the Clubs values and the identified acceptable and unacceptable behaviours
  • Monitor and maximise the number of Juvenile teams in each code (in line with performance indicators)
  • Collaborating with team managers, mentors, C&G Officer, and GPO to address any deficits in team numbers against the performance indicators.
  • Collaborating with team managers, mentors, C&G Officer, and GPO to address any deficits in team skill levels against the technical pathway for each age group.
  • Collaborating with team managers, mentors, C&G Officer, and Gym Operator to address any deficits in teams attending mandatory gym slots.
  • Raise the playing standards of Juvenile teams with an emphasis on excellence of coaching the technical pathway and delivering the LTAD.
  • The implementation of the Player Pathway with a focus on annual operational plans and aligned training plans.
  • Selection of Mentors for Juvenile Teams
  • Ensure Mentors are supported on the Coaches Pathway and ensuring they have the necessary training and qualifications.
  • In collaboration with C&G; development of Player & Coach induction program
  • Implementation of the Coaching Charter with a focus on “One role one job”
  • Promote adherence to the Clubs Values amongst the Juvenile Players, Managers, Mentors, and others.
  • Ensure teams are adequately resourced (People, Equipment, Facilities etc.)
  • Liaise with Adult Committee on Player Transition from Juvenile to Adult
  • Collaborating with team managers and Club registrar to ensure all players and mentors are members of both Club and relevant associations.
  • Collaborating with team managers, the Child Welfare Officer and C&G to ensure all Management team representatives and mentors have the necessary AGS vetting and Child Protection courses.
  • All Disciplinary matters.
